Although you have to pay to join this site, it will show you the basics of quite a few programs to start. Go to this site and on the left scroll down to PHOTOSHOP tutorials.
Know the version number you want to learn.

This is gonna sound crazy, but find out if you have a camera club close to you. If so, get involved with them. Chances are that they will know Photoshop like the backs of their hands–they’ll be using it day in day out with their images.
You may also luck out and find (like we did, many moons ago) that the club has a formal Photoshop instruction course running at your local college. Best two years nightschool I ever invested in. Got me hooked, and I then went on to take the Adobe ACE & ACI exams.
And, BTW, I’m STILL in touch with the camera club–twelve years down the track….
