Does anyone know of a photo software that can add color to black and white photos?

I’ve seen photographers that can take a photo, make it black and white, and then take an item and make that part colored while the rest of the photo stays black and white. (example: black and white photo of a person with only their eyes colored.) I have some photos that I have taken with my digital camera that I think would look really great if I could do this. Does anyone know of what kindof software I could get to do this with my photos. I have Adobe photoshop and I thought that I might be able to do it with that, but I can’t find a way on there to do it. Any help/advice that anyone could give me would be most appreciated!! Thanks in advance!

I have seen it done in photoshop (the version that is close to $1000) where a double chin was removed. I am wondering if there is less expensive photo editing software that would do this without all the extra bells and whistles.

Help, please. I need a good but inexpensive (or freeware) photo software program that adds borders and text to photos. This is for setting up ebay pages. I am new to it but want to get started and would love to know how some sellers pages look so good. I thought I’d try to figure it out for myself. Thanks in advance for any help!

Also, this photo software has many different clothings of many cultures for the body part, so I could place a face to the clothing outfit of choice. For example, I choose a Hawii outfit, insert my face, and the picture would look as if I’m in Hawii…
